Uzbekistan and UAE to Introduce Public Administration Evaluation System

A new system aimed at increasing the efficiency of state bodies is being introduced in Uzbekistan. The President has signed an order on implementing the joint "Quality Public Administration" program with the United Arab Emirates.

This program aims to make the public sector more efficient, transparent, and results-oriented. Starting from 2026, the performance of ministries, committees, agencies, and local executive authorities will be mandatorily evaluated every two years.

The evaluation process is expected to consider aspects such as the operational efficiency of state agencies, the level of reform implementation, conveniences created for the population and businesses, and the quality of management. This will provide a clearer view of each organization's real results.

The Strategic Development and Reforms Agency and the Agency for Management Efficiency have been designated as responsible for implementing the program. They will analyze the activities of state bodies, develop evaluation criteria, and prepare proposals based on the results.

The new system includes not only oversight but also incentive mechanisms. Special nominations and awards are being established for agencies that work effectively, implement reforms with quality, and demonstrate high results.

This initiative could strengthen the competitive environment in public administration, encourage agencies to work for results, and help reduce bureaucratic processes. In short, the performance of state bodies will now be evaluated by concrete results rather than just claims of activity.
