US Treasury Secretary Scott Bessant said that Washington wants to reach an economic agreement with Ukraine in exchange for aid to Ukraine. “We want to conclude an agreement on economic cooperation,” he told reporters after a meeting with Ukrainian President Volodymyr Zelensky in Kyiv on Wednesday, February 12.

In return, the United States “will continue to provide material assistance to Ukraine and the Ukrainian people,” the minister added.

Volodymyr Zelensky said that he intends to sign economic agreements with the US at the Munich Security Conference (MSC), which begins on Friday, February 14. He added that a team of officials will work over the next two days “to have the opportunity to finalize some agreements in Munich.”

Trump wants rare earth metals in exchange for aid to Ukraine

On February 3, US President Donald Trump said that Ukraine would continue to provide aid to the United States if it promised to supply rare earth metals to the United States. “We are telling Ukraine that they have very valuable rare earth metals,” he told reporters in the Oval Office of the White House. “We are going to make a deal with Ukraine where they will provide what we are providing with rare earth metals and other things.”

Asked whether Trump wanted Kiev to provide resources to Washington, the president responded in the affirmative, stressing that “there needs to be guarantees” for rare earth metals. He said that Ukraine is already ready for this. According to the White House chief, he wants Kiev to pay Washington “nearly $300 billion in compensation” for the aid.

On Friday, February 7, Volodymyr Zelensky said that Ukraine does not want to "give away" its mineral reserves, including rare metals, to the West. Kiev offers its Western partners a mutually beneficial partnership with the United States to obtain priority access to the mines.

"The Americans helped the most, so the Americans should earn the most. They should have this priority, and they will achieve it. I plan to talk about this with President Trump," he stressed.
