
Ukrainian President Volodymyr Zelensky emphasized once again in his December 9 social media address that Kyiv is committed to achieving genuine and sustainable peace. According to him, the key factor in stopping the war and preventing its resurgence depends on the readiness of the Russian leadership to engage in the process and take practical steps.
Zelensky announced that Ukraine is preparing to send "revised documents" to Washington soon. He stated that he discussed the outcomes of three days of talks with the returning Ukrainian delegation from Miami. As part of the delegation’s activities, expanded-format discussions were held in London at the level of national security advisors of European partners.
According to the President, the Ukrainian and European components have been further refined and are now ready for presentation to American partners. Zelensky expressed hope for swift and efficient collaboration with Americans to implement steps toward peace.
Zelensky revealed that the U.S. peace proposals, which originally consisted of 28 points, have been narrowed down to 20 points following consultations with Ukraine. He noted that controversial and conflicting aspects have been removed, but compromises on territorial issues remain unresolved.
The Ukrainian leader highlighted another significant aspect: Kyiv is neither constitutionally nor under international law entitled to cede its territories. Zelensky pointed out that Russia remains firm in its territorial demands, while Ukraine is absolutely unwilling to succumb to such pressure.
Speaking about security guarantees, he emphasized that formal guarantees provided by the United States, officially confirmed by Congress, could serve as the most reliable assurance. "This must not be empty promises like the Budapest Memorandum but a legally binding document," Zelensky stated.
The Ukrainian side is expected to finalize work on the peace plan on December 9, and the document will be submitted to Washington as soon as it is ready. The President confirmed that he is personally overseeing this process.
From December 4 to 6, the Ukrainian delegation—comprising Rustem Umerov, Secretary of the National Security and Defense Council, and Andriy Hnatov, Chief of Staff—held negotiations in Miami with U.S. representatives. On the American side, the talks included President Donald Trump's special envoy Steven Witkoff and White House senior advisor Jared Kushner. On the third day, Zelensky also joined the discussions and reportedly had an extended and meaningful phone conversation.
Amid ongoing discussions about peace initiatives in Ukraine, the close dialogue between Kyiv and Washington continues to play a crucial role in driving the process forward.
