Those who sell altered odometers without informing the buyer will be fined

A new regulation is expected to be introduced in Uzbekistan — from now on, sellers who offer cars with artificially altered odometers (mileage indicators) without notifying the buyer may face administrative fines.

The draft law, developed by the Legislative Chamber of the Oliy Majlis, has been published for public discussion. The document notes that in recent years, there has been an increase in cases on the secondary car market where odometer readings are deliberately reduced to hide the vehicle’s actual mileage and sell it at a higher price.

The draft proposes to amend the Administrative Responsibility Code by adding a new article — “Failure to report that a vehicle’s odometer has been altered or replaced,” numbered 121-1.

According to the proposal, if a seller does not inform the buyer that the odometer was replaced or its readings were changed, they may face a fine of 10 to 15 base calculation units — approximately from 4.1 to 6.2 million soums.

The authors of the initiative emphasize that this new measure aims to protect consumer rights and prevent fraud and abuse of trust in the used car market.

The draft law will remain open for public discussion until November 20, 2025.
