In recent years, bureaucratic barriers imposed on citizens and entrepreneurs in our country have been significantly reduced. In particular, the requirement for 120 types of documents in various fields has been canceled, and an equal number of licenses have been transferred to digital format. This has created considerable convenience for entrepreneurs, expanding their ability to operate without legal violations.
Especially last year, 16 types of licenses and permits were canceled. This provided entrepreneurs with an important economic benefit: their total expenses were saved by approximately 350 billion soms. These real numbers demonstrate that state policy is being implemented confidently and effectively.
The country's leadership and responsible authorities continue to hold regular open dialogues with entrepreneurs. In these discussions, it was determined that from 2026, another 10 types of licenses and permits will be canceled. This decision is aimed at creating a more favorable environment for entrepreneurship and supporting the development of new businesses.
In particular, auditing organizations, craftsmen in the tourism sector, tourist information centers, and entrepreneurs conducting vehicle technical inspections will be transferred to a notification procedure. This makes their activities more transparent and convenient, and compliance with legislative requirements easier.
Currently, when the licensing, permit, and notification procedures are violated, fines are applied both to the enterprise and its head. However, in the new system, for such cases, only the enterprise will pay the fine, and the responsibility of the official will be independently resolved by the governing body. This, in turn, increases security and reliability for entrepreneurs and creates broad opportunities for their development.
These reforms create a favorable environment not only for entrepreneurs but also play an important role in taking the country's economy to a new level. For citizens and the business community, such freedom and simplified procedures will undoubtedly become a source of inspiration and a stimulus for new ideas.
