
The Ministry of Justice has officially registered the regulation “On the procedure for conducting courier services in e-commerce” (registration number: 3631, dated 18.06.2025), the ministry reported.
The regulation defines the procedures for operating courier services within electronic commerce.
According to the document, a courier is a physical person (including self-employed individuals) who operates based on a labor or civil contract with a business entity or delivery service operator.
Delivery operators and couriers are allowed to accept payments from customers for goods or services if stipulated by the contract. In such cases, use of cash register equipment is mandatory and a receipt (in electronic or paper form) must be issued.
For food deliveries, vehicles and thermoboxes must be kept clean, functional, and be regularly washed and disinfected.
Couriers are prohibited from:
