
In Tashkent’s Yashnabad district, Arsen Avanesyan, who for two years had been turning an abandoned land plot into a green area, was unexpectedly fined 82.4 million soms. The most surprising part is that he was ordered to return the territory to its previous state — that is, empty and neglected.
According to the information, since 2022 he has been cleaning the land at his own expense, planting thousands of saplings, installing pathways, benches, a lighting system, and video surveillance. Residents also supported the initiative, with around 300 people voluntarily participating in the improvement works. It is stated that more than 1 billion soms were spent on the project.
According to Avanesyan, he coordinated his actions with the mahalla, and the local administration was also aware of the work. However, inspection authorities deemed his actions to be in violation of land legislation and imposed a large fine. For now, the responsible authorities have not provided an official explanation regarding the situation.
