Why are decisions revolving around young people? Because...

Today the world is changing rapidly. Competition is intensifying. Human capital, not economic resources, is becoming the decisive factor. In such conditions, the issue of youth is becoming a strategic choice for every state. Because youth is not only tomorrow, but also the future result of today's decisions. Therefore, the attention paid to youth in our country is a logical continuation of long-term decisions.

It is no coincidence that the head of our state specifically addressed the issue of youth in his article on Central Asia. Central Asia is one of the youngest regions in the world. The population has exceeded 80 million, and most of them are young people under thirty. It is expected to exceed 100 million by 2050. This means the number of young people will increase even more. This is a great strength, a great opportunity, and at the same time, a great responsibility. Where there are many young people, there will be high demand for quality education, modern professions, technologies, and opportunities for self-realization.

This year, the President held two open dialogues with young people, which is a continuation of this logical chain. In particular, the open dialogue held on February 14, 2025, marked the beginning of a new stage in youth policy. On the same day, resolutions (No. PP-60, PP-61, and PP-62) were adopted aimed at supporting youth entrepreneurship, ensuring the employment of graduates, and youth employment.

400 million US dollars were allocated for youth initiatives. Why such large-scale support? Because unemployed youth is a lost opportunity. Uneducated youth is a social danger in the future. Therefore, the adopted decisions were implemented under strict control.

As a result, about 15 thousand young entrepreneurs were allocated concessional loans in the amount of almost 2 trillion soums, and about 20 thousand new jobs were created. These figures are not just statistics, but testify to the fate of thousands of families and the fact that thousands of young people are finding their place in society.

There is another important issue in youth policy - knowledge. Today, the labor market demands not only a diploma, but also skills. In particular, knowledge of foreign languages has become the key to entering the global economy. For this reason, on October 8, 2025, by Resolution No. 632 of the Cabinet of Ministers, a "2+6" foreign language learning program was introduced. According to it, young people first pay for 2 months of education at their own expense, and the state pays for the next 6 months of education. This model combines both discipline and incentives.

It is planned that by 2030, 100,000 young people will receive certificates in foreign languages through the program. This figure represents the country's future personnel reserve and serves the goal of being competitive in the international arena.

Attention to youth issues is not limited to economics and education. This is natural. Today, the world faces climate change and environmental problems.

By government decree, a "Green Initiatives" Support Fund has been established under the Youth Affairs Agency. The Fund annually provides for financing youth projects in the field of ecology, green energy, and environmental protection with funds of up to 10 billion soums.

In youth policy, special attention is paid to ensuring equal opportunities for all. In particular, in the Paralympic direction, a new resolution was adopted, according to which 39 state sports schools in the republic will be specialized in Paralympic sports. Thanks to this, young people with disabilities have the opportunity to train not in a restricted sports environment, but in healthy sports groups, together with competitive teams. Such an approach, along with physical training, also strengthens social adaptation.

In general, these changes are a natural necessity of the country's development. Because today and tomorrow, youth will remain the main driving force of economic growth, social stability, and innovative development. Therefore, youth policy in our country is not limited to a single period or campaign. As a consistent part of the long-term development strategy, it is always on the agenda, both in domestic reforms and in foreign contacts. The attention paid to youth is aimed at ensuring this consistency and continuity.
