The Children's Ombudsman revealed serious figures on cases of violence

At the regular plenary session of the Legislative Chamber, the report submitted to the parliament by the Children's Ombudsman was considered. This report, in particular, provides substantial information on measures taken in cases of violence against children in educational institutions, identified violations, and penalties applied to those responsible.

The report emphasizes that ensuring children's rights is one of the most important strategic directions of state policy. In this context, it was noted that during 2025, about 50 legislative acts related to the rights of the child were adopted in national legislation. This figure alone shows that reforms in this area are actively continuing.

According to the information provided by the Ombudsman, as a result of the study of the appeals received, 19 criminal cases and 26 administrative cases were initiated on cases of violence against children. Not limited to this: previously issued decisions to refuse to initiate criminal proceedings in 20 cases were overturned and resubmitted for further investigation.

Monitoring conducted on the Internet also revealed a serious picture. 23 criminal cases and 28 administrative cases have been initiated on cases of violation of children's rights identified online. This means that the issue of children's safety now requires strict control not only in the family or school, but also in the digital space.

In the report, special attention was paid to cases related to educational institutions. It is noted that 6 teachers were brought to administrative responsibility for physical violence against a child, as well as for negligence in their professional activities. In addition, disciplinary action was taken against 15 teachers for rude treatment and inappropriate behavior towards a child.

At the same time, it was reported that 2 citizens were brought to administrative responsibility for humiliating the honor and dignity of a child. It was noted that disciplinary measures were also taken against two law enforcement officers for violating the law.

At the end of the meeting, members of the Committee and representatives of political parties made a number of proposals and recommendations for the consistent continuation of reforms aimed at protecting the rights of the child, increasing the effectiveness of work in this area, and further strengthening existing mechanisms.

In short, this report clearly showed one thing: the issue of children's rights is not a slogan on paper, but an urgent direction requiring real control, responsibility, and strict measures. Most importantly, we must not forget that behind every identified case lies not a number, but the fate of the child.
