Rewards for reporting violations at hazardous facilities

Uzbekistan is introducing a procedure to reward citizens who report violations of safety rules at hazardous production facilities, technical installations, and in the fields of radiation and nuclear safety.
In accordance with Government Decree No. 223, starting August 1, 2026, individuals who provide photo or video evidence of violations to the relevant committee will be awarded a monetary prize.
Under the new procedure, the submitted materials must clearly show the nature of the violation. The footage must also clearly reflect the date, time, and location of the incident. In other words, clear evidence is required, not just a vague video.
Upon receiving a report, the committee must investigate it on-site within 3 working days. If the violation is confirmed and a fine is imposed, the reporting citizen will receive a reward equal to 20% of the collected fine amount.
This procedure is primarily aimed at strengthening public oversight at hazardous facilities, as any negligence in industrial, radiation, and nuclear safety can lead to serious consequences.
The reward system encourages citizens to be proactive and report safety violations in a timely manner, especially at production sites, technical installations, or hazardous areas.
At the same time, it is important not to use this mechanism for unfounded complaints or personal vendettas, as investigations are conducted based on evidence and on-site inspections.
In short, the new procedure is expected to foster a culture of safety, making it a civic responsibility to report violations with official evidence rather than ignoring them.
