Telecom operators in Russia to collect more user data

The Russian Ministry of Digital Development has announced updated requirements for communication network owners and information dissemination organizers regarding the conduct of operational-search activities. According to the new order, the scope of data subject to collection via SORM (System for Operative Investigative Activities) has been significantly expanded. This is reported by Ixbt.com reports .

Telecom operators are now required to collect data that allows for the detailed identification of citizens and organizations upon request by authorized bodies. This list includes passport details, residential addresses, INN (tax identification numbers), bank account details, IP addresses, logins, domains, and precise geolocation data.

The ministry considers these measures necessary to ensure national security. However, telecommunications market experts note that the new rules will require network infrastructure owners to fundamentally rewrite software and purchase more powerful servers to store large volumes of data.

The reform is expected to hit small regional companies particularly hard. Given that the cost of implementing a minimal hardware-software complex starts at 5 million rubles, these requirements may become financially impossible for many local operators.

As a way out of the situation, experts are proposing a "SORM outsourcing" model. In this scenario, large operators would transmit data from small providers through their own certified systems on a paid basis. The system architecture guarantees that the large operator has no direct access to third-party data.
