In order to support business entities in Uzbekistan, expand their financial capabilities, and implement competitive projects, a Presidential Decree was adopted on September 26.
In accordance with the decree, financial support measures worth 4 trillion soums will be implemented through JSC "Entrepreneurship Development Company" in 2026-2027. As a result, it is planned to implement at least 5 thousand business projects.

- From November 1, 2025, up to 10 billion soums will be allocated through commercial banks for projects in the production and service sectors in order to form "champion" entrepreneurs.
- "Green economy" and small projects in the service sector will be provided with concessional loans of up to 500 million soums. They will have the opportunity to refinance at reduced rates of up to 6 percent.
- From December 1, 2025, large entrepreneurs will be provided with guarantees of up to 10 billion soums. For medium and large businesses, the amount of the guarantee increases depending on their turnover. For entrepreneurs with a good credit history, the guarantee amount will be increased from the current limit to 1.5 times.
- Starting from 2026, special benefits will be provided to small and medium-sized businesses in remote areas. Loans issued to them will be refinanced at a level 4 percentage points higher than the Central Bank's base rate.
- The amount of compensation for entrepreneurs who hire employees from low-income families will be increased to 2-6%.
