
The process of obtaining a driver's license for moped and scooter owners in Uzbekistan will now be significantly simplified. The government adopted a corresponding resolution and introduced new procedures aimed at simplifying the driver's license system and creating convenience for the population.
According to the decree, from January 1, 2026, a new "A1" subcategory certificate will be introduced for operating mopeds and scooters. The most important innovation is that now applicants can take the exam directly without taking mandatory training courses. That is, 180 hours of theoretical and 20 hours of practical classes are not required.
Applicants can study the training courses online, offline, or prepare independently. In the theoretical exam, it is enough to correctly answer 16 out of 20 test questions.
Also, persons with category "A," "B," "C," and "D" licenses will have the right to drive category "A1" vehicles without obtaining a separate document.
The new procedure will be further expanded from February 1, 2026 - categories "A" and "B" will also have the opportunity to independently master theoretical classes. This reduces not only time but also training costs.
In addition, from April 1, 2026, in order to strengthen road safety, a penalty point system will be introduced for 12 types of violations recorded by automatic cameras. Most importantly, points will now be awarded not to the owner of the vehicle, but specifically to the driver who committed the violation.
