Half of the contract fees for young people from low-income families will be covered by the state

According to Presidential Decree No. UP-222 of November 20, 2025, new benefits will be introduced for children from low-income families from February 1, 2026. This approach is being implemented to ensure social equality and support young people. The new procedure will provide assistance in the areas of education, military service, and vocational training.

In particular, military service in the mobilization call-up reserve is now carried out free of charge. The practice of allocating subsidies related to this will be suspended. The state will take full responsibility for this process.

In addition, expenses in several areas will be covered by the "Youth Notebook" funds. For example, payments for training courses for obtaining a driver's license of categories A, B, D, and DE are subsidized. This will serve to increase the employment opportunities of young people.

Partial reimbursement of tuition fees for students studying in vocational and higher educational institutions will also be provided. In this case, up to 50 percent of the contract amount is paid on the basis of a social contract. This benefit should not exceed 50 times the BRV for 1 academic year.
