What new regulations has Saudi Arabia introduced ahead of the Hajj season?

The Saudi Ministry of Interior has announced new regulations for entering Mecca and performing Umrah in preparation for the Hajj season of 1447 AH, i.e. 2026.

According to the new regulations, starting from April 13, 2026, a special permit will be required to enter Mecca. Citizens without this permit will be prohibited from entering the city.

However, exceptions will be made for certain categories. Restrictions will not apply to those who have a residence permit in Mecca, citizens with a Hajj visa, and those who have received an electronic permit to work in the holy areas.

In addition, the deadline for leaving the country for those arriving with an Umrah visa is set at April 18, 2026. Starting from April 18, the issuance of Umrah permits will be temporarily suspended, and this restriction will continue until May 31.

In addition, all foreigners who do not have a Hajj visa will be strictly prohibited from entering and staying in Mecca after April 18.

The ministry said that these measures are being introduced to ensure a safe and orderly Hajj season, and stressed that legal action will be taken against those who do not comply with the rules.
