Significant changes in Uzbekistan's legislation to take effect from May 1

May 1, 2026, is set to be marked by a series of significant legal updates in the country's life. Numerous conveniences are being created for citizens and entrepreneurs in sectors ranging from the economy to the social sphere, and from security to digitalization. Zamin.uz has compiled the most essential of these historic changes in one article.
1. Security and Modern Housing
Requirements for newly constructed multi-story buildings will now be strengthened.
Video surveillance cameras must be installed at the entrance (podʼezd) of each residential building, in elevators, and in the areas surrounding the building.
Additionally, project documentation must stipulate the installation of modern intercom systems at entrance doors.
2. Digital Migration and Artificial Intelligence
An interesting experiment is beginning with the aim of reducing the human factor in the migration system.
One district each will be selected in Toshkent, Samarqand, Fargʻona regions, and Qoraqalpogʻiston to establish "Smart migration stations."
Citizens will have the opportunity for self-service at these stations, which operate based on artificial intelligence.
3. Pilgrimage and Healthcare
New procedures are being introduced regarding visits to holy sites and the protection of public health:
Umra pilgrimage: Henceforth, undertaking this pilgrimage will be carried out only through mandatory registration via the "Haj va Umra" unified portal.
National Program: To combat cardiovascular diseases, a national plan developed based on the international "Stent for Life" and "Action Plan for Stroke" programs will be implemented step-by-step.
4. Entrepreneurship and Customs Benefits
Bureaucratic barriers for business representatives are being reduced, and transparency is being increased:
Standardization: The use of standards will now become voluntary, and international practices will be recognized at the national level.
Customs Payments: In the periodic declaration of goods, the possibility of paying customs duties separately for each batch will be created.
Non-tariff Regulation: A registry of restrictions will be maintained, and any new prohibition will be announced in the "Yagona darcha" system at least 3 months in advance.
Licensing: All permitting processes will be carried out centrally only through the "Litsenziya" information system or the Yagona portal.
5. Social Sphere: Disability Determination and Archives
The system for providing public services is being further simplified:
Issuing referrals for preferential treatment to persons with disabilities and placing them on an electronic waiting list will now be resolved simultaneously (in a composite form) with the determination of disability.
Excessive red tape in archival services has been ended. Specifically, the requirement for letters of recommendation, copies of documents for questionnaires, and certificates regarding the submission of documents to the archive by commercial organizations has been abolished. Agencies will obtain such information themselves through the "Arxiv" information system.
