Tightening the approach to labor migrants from Central Asia, the Caucasus and other former Soviet republics does not correspond to Russia's long-term interests. This was stated by Russian Foreign Minister Sergei Lavrov during the government hour in the State Duma.
It is necessary to monitor order and discipline. Numerous violations have been recorded in a number of geographical areas where migrants arrive. We need to strengthen control over their behavior. However, it is not necessary to put up barriers, especially not to introduce a visa regime. Additional measures to the existing regime are aimed precisely at strengthening control, and not at creating obstacles to labor migration, the diplomat said.
Lavrov clarified that the Russian Foreign Ministry held special meetings with ambassadors of the Eurasian Economic Union (EAEU) member states to explain the essence of the legislative policy.
"All this can be done without creating any artificial barriers in relations with the closest allies," Lavrov stressed.
From January 1 of this year, changes to Russia's migration policy came into force, according to which the period of temporary stay of foreigners in Russia without a visa was halved - from 180 days to 90 days per year. In addition, from February 5, border guards were given more grounds to refuse entry to the country. In particular, if a foreigner may pose a threat to Russia's security, they will be able to make a decision to refuse on the spot, without contacting other agencies.
The State Duma adopted 14 laws in 2024 that will tighten migration policy. Duma Speaker Vyacheslav Volodin said that there are no plans to ban migration, but expressed the opinion that it is necessary to limit the number of sectors in which foreign citizens are allowed to work.
Education, upbringing and healthcare are sectors in which citizens of our country should work. We consider it wrong to attract migrants to them, he said.
