
16 regions of Russia have submitted 144 applications for the purchase of children's goods through the state procurement portal, Verstka reports. Primary necessities — strollers, cribs, playpens, high chairs, highchairs for feeding — will be provided for free temporary use at rental points. These measures are aimed at stimulating the birth rate.
The assistance is intended for the following categories of citizens: female students with children, large families, low-income families, families with disabled children, and families of persons who participated in the invasion of Ukraine. The total value of the contracts exceeds 143 million rubles. The price of each lot depends on the volume of the purchased product and varies from several thousand rubles to 30 million rubles.
The regions participating in the program are: Rostov, Saratov, Volgograd, Yaroslavl, Kirov, Vologda, Tula, Oryol, Kursk, Leningrad, Kaliningrad, Magadan regions, Stavropol Territory, Mari El, Chuvashia and North Ossetia. Each region has its own price criteria. For example, in Rostov-on-Don, it is planned to purchase a cot for 17.5 thousand rubles, and in North Ossetia - for 8 thousand rubles.
The terms of use of children's items for rent also vary depending on the region. In Vologda, strollers and high chairs are rented for a year, and in Chuvashia - for six months. In the Rostov region, it is allowed to rent three items for any period.
The first tenders were announced in December 2024, but the main orders were placed in March 2025, after the government approved the “Strategy for the Implementation of Family and Demographic Policy, Support for Large Families.” After the document was officially adopted, the process of purchasing children's products began based on 130 applications. The initiative to create rental points was adopted as part of measures to improve the demographic situation in the country.
According to Rostat, only 1.2 million children were born in the country in 2024 — 3.4% less than the previous year. This is the lowest figure since 1999. If we calculate based on statistics for the 1990s and exclude data from Chechnya and the annexed Crimea, this is the lowest birth rate in the last 200 years.
