
U.S. President Donald Trump is reportedly on the verge of announcing his plan to end the war in Ukraine. According to The New York Post, citing a senior U.S. administration official, the plan includes the deployment of European peacekeeping forces to Ukrainian territory once a ceasefire is in place.
It should be noted that on April 21, Trump stated that he would announce full details of the negotiations with Russia and Ukraine within three days. According to NYP, if the parties reach a ceasefire agreement, European peacekeeping troops may be stationed in Ukraine.
"The main complication is determining the structure of the security forces. We are calling them 'resistance forces.' This is a key component of the security guarantees Ukraine is demanding, and we hope they will agree to this," the senior source told the outlet.
Additionally, a separate peacekeeping mission is expected to be established to monitor the ceasefire. This mission would operate as a "joint commission" consisting of Russians, Ukrainians, and representatives from a third party — a non-NATO country. The representative of this neutral country would monitor the front line to ensure both sides have laid down their arms.
According to the NYP source, the U.S. may also participate in the mission, though not with military forces, but rather as a "financial supporter working alongside a third party."
The terms of the agreement for resolving the conflict are not yet fully formed. As NYP reports, Russia and Ukraine are discussing the proposal separately. Trump has warned that if the parties deliberately complicate the peace process, the U.S. might withdraw from the talks. However, he believes Washington still has a good opportunity to resolve the issue.
On April 17, a meeting was held in Paris involving representatives from the U.S., Ukraine, and several European countries. During the discussions, the U.S. delegation proposed frameworks for establishing “long-term and sustainable peace in Ukraine.” These proposals were also sent to the Russian side.
According to Bloomberg, the U.S. proposal includes allowing Russia to retain control over the territories it has occupied and removing Ukraine's NATO membership from the agenda. Additionally, The Wall Street Journal reported that the U.S. suggestions include formally recognizing Crimea as part of Russia.
The NYP source stated that Ukraine is, in practice, prepared to relinquish about 20% of its territory but is unwilling to formally acknowledge this.
“Because if we accept the loss of these territories de jure, we will never be able to reclaim them again,” explained the senior official.
