New state duties for migrants to enter into force in Russia

New rules are being introduced in the field of migration in Russia — President Vladimir Putin signed a law to introduce new state duties for labor migrants and increase the amounts of existing fees from September 2025, reports kommersant.ru.

According to the law, from September 1, a number of new obligations arise for foreign citizens wishing to temporarily or permanently reside on the territory of Russia. In particular, for registration at the place of residence, a fee of 500 rubles must be paid, and for extending the period of temporary stay — 1,000 rubles.

In addition, a state duty of 4,200 rubles is introduced for obtaining a patent or re-registering it for migrants. If it is necessary to extend the validity period of a work permit, migrants must also pay 4,200 rubles. For obtaining a duplicate of this document or making changes to the permit, a fee of 2,100 rubles is established.

The draft law was submitted to the State Duma at the beginning of July. Official explanatory notes indicate that the amounts of state duties were first set in 2014 and have not changed since then. The adoption of the new law was due to an increase in the flow of migrants coming to Russia and the need to further strengthen control in this area.

According to officials, the purpose is to make the actions of foreign citizens related to temporary or permanent residence in Russia more transparent and organized, thereby strengthening the country’s internal security.

The new fees and state duties require migrants to formalize the processes of living and working in Russia even more. How these changes will affect citizens and employers will be tested in practice in the coming weeks.
