
According to the report by “Euromonitor International”, Paris ranked first in the list of the world’s best tourist destinations for 2025. The city received more than 18 million international tourists, strengthening its leadership thanks to its developed infrastructure, cultural environment, and sustainability initiatives. The reopening of the restored Notre-Dame Cathedral and PSG’s Champions League victory also significantly influenced the tourist inflow.
The top five of the ranking remained unchanged: Madrid is second, Tokyo third, Rome fourth, and Milan took fifth place. Madrid was recognized for its sustainability projects and urban infrastructure renewal; Tokyo maintained its position thanks to major events and service modernization. Rome and Milan stand out with the growth of their hotel segments, improved infrastructure, and their roles as major business centers.
Only one American city is included in the top ten — New York (6th place). Amsterdam is ranked 7th, Barcelona 8th, and Singapore moved up to 9th place. Seoul entered the top ten for the first time.
Meanwhile, London dropped from 13th to 18th place. The reason is low scores in sustainability, safety, and hospitality.
Leaders in tourist flow
By international arrivals, Bangkok remains the most popular destination in the world. Despite a 7% decline, the city retained leadership due to its infrastructure and digital services. Hong Kong and London took second and third places. Macau and Istanbul entered the top five, followed by Dubai, Mecca, Antalya, Paris, and Kuala Lumpur.
Technological growth in tourism
Dubai maintains its advantage through digital services and marketing, while Orlando surpassed New York thanks to domestic tourism and new theme parks. The report highlights New York’s smart city solutions, Abu Dhabi’s use of AI, and digital entry card implementation in Bangkok.
Experts note that cities are shifting from a “quantity” model to a “value” model, focusing on tourists who spend more and behave more responsibly, reducing the burden on infrastructure and local residents.
Infrastructure and investment
The hotel sector is rapidly developing in Rome, Tokyo, and Paris, and airports are expanding. Batumi has held the title of “Europe’s Best Destination of the Year” for several consecutive years. Major projects in the Gonio district, including Wyndham Grand, are taking tourism in Georgia to a new stage.
Euromonitor representative Nadezhda Popova states that “cities are entering a new phase by combining investment, innovation, and digital technologies.”
