Where IMEI control is strict: Uzbekistan's rules and payments

IMEI is an international mobile device identifier, a unique number assigned to each phone or smartphone. It usually consists of 15 digits and plays an important role in detecting the device on the network, combating theft, and limiting the circulation of counterfeit phones. For this reason, in recent years, many countries have been introducing a system of mandatory IMEI registration.

Why do countries control IMEI?

IMEI registries, first of all, help disconnect stolen phones from the network. Secondly, it is an effective tool against fraud and illegal imports. In some countries, devices imported bypassing customs and tax payments are controlled using IMEI.

Hard and soft systems

In the world, IMEI control operates on the basis of two main models.

In countries where a strict ("white list") system is implemented, every phone is mandatorily registered; otherwise, it will be permanently blocked. Such countries include Chile, Colombia, Turkey, Azerbaijan, Nepal, and Egypt. In some cases, there are also temporary benefits for tourists.

There are also countries that apply soft control. For example, in India, Pakistan, Indonesia, Cambodia, Thailand, Nigeria, and Iran, IMEI is more often registered during SIM card activation or blocked only in case of theft.

What is the procedure in Uzbekistan?

Although Uzbekistan is often not shown separately on maps, in practice, IMEI registration in the country is strictly required. To use the SIM card of local GSM operators, the IMEI code of any phone or mobile device must be registered in the UZIMEI system.

As a rule, the IMEI must be registered within 30 calendar days from the date of the device's first connection to the local network. If this is not done within this period, access to communication services will be temporarily restricted.

Payments changed from 2025

From August 1, 2025, IMEI registration fees will be tied to the base calculation amount.

- Registration within 30 days: 20% of the BRV - 82,400 soums.

- After 30 days: 25% of the BRV - 103,000 soums.

All official tariffs and payment methods are published on the UZIMEI portal.

How to register?

IMEI registration can be carried out online - through electronic payment systems through the portal or through a bank. It is also possible to register at post offices by presenting a passport and device.

Another important aspect: from 2025, the issue of customs declaration for imported phones has become relevant. If the device is not registered in the customs database, an additional 30% customs duty may be applied.

IMEI control is not just formality, but a tool for regulating the market and ensuring security. In Uzbekistan, the rules are clear and strict: if you don't register your phone on time, there will be no connection. Therefore, whether you buy a new or imported device, the first thing to do is verify your IMEI and register it legally.
