The Ministry of Culture issued a statement regarding Minister Ozodbek Nazarbekov’s appearance in a video recommending Kokand University’s Andijan branch.
According to the ministry, no agreement for advertising or service provision exists between Nazarbekov and the university. Therefore, his remarks cannot be regarded as commercial promotion but as socially beneficial information.
On April 17, 2025, Nazarbekov met with over 150 students of the university. After the meeting, some students requested that he share positive thoughts about the institution for prospective students.
In the video, Nazarbekov advises youth to “use this opportunity to pursue education.” The ministry clarified that this was not for profit, but a gesture to promote science and learning.
It was also emphasized that the Law on Advertising does not apply in this case due to the absence of a financial agreement or contract. Nazarbekov’s words are seen as part of a public educational message, not commercial content.
