
An important innovation has been introduced in Uzbekistan to protect the interests of entrepreneurs and increase transparency in the tax system, the Legal Information Channel reported. By Government Resolution No. 672 of October 24, 2025, a special expert council on tax issues was created under the Chamber of Commerce and Industry.
The main task of the new council is to study disputes arising between business entities and tax authorities, to give reasoned conclusions and recommendations for their resolution. Through this system, it is planned to establish more open, objective, and effective relations between business and government bodies.
According to the decision of the Cabinet of Ministers, the regulation "On the Expert Council on Tax Disputes under the Chamber of Commerce and Industry of Uzbekistan" was approved. This document clearly defined the status, tasks, and work process of the council.
According to the Regulation, the main tasks of the Council are:
- consideration of disputes between entrepreneurs and tax authorities and preparation of a conclusion;
- analysis of tax legislation and its current application, development of proposals for eliminating problems encountered in practice;
- improving the quality of decisions by establishing close cooperation with government agencies, scientific institutions, and the business community.
According to reports, the composition of the expert council will be approved by presidential decree. Its meetings are planned to be held at least twice a month. Thanks to this, it is expected that each appeal will be considered promptly and fairly.
The new mechanism will allow entrepreneurs to protect their rights and receive legal and practical assistance in disputes with government bodies. This will serve to make the business environment more stable and reliable.
Experts emphasize that the Council's activities are aimed not only at resolving existing disputes but also at preventing them in the future. For the fair and consistent functioning of the tax system, this structure is of great importance.
At the same time, it is said that the decision will serve to create an open dialogue environment in the field of entrepreneurship. Through the Council, the possibilities of strengthening trust between the state and the private sector, ensuring the transparency of tax policy, and resolving disputes without resorting to court will expand.
Thus, the launch of the new expert council is an important step for entrepreneurs in the country, which is expected to further stabilize the economic environment and strengthen cooperation between the state and business.
