Electricity supply will not be interrupted: Official comment


The state company “Hududiy elektr tarmoqlari” of Uzbekistan has officially refuted reports circulating on social networks about widespread outages in the payment system for electricity services. In the last days of October, messages that caused concern among citizens began to spread in messengers and online platforms.

These reports claimed that extensive outages in the electricity payment system were planned from October 30 to November 5. The authors of the messages linked the situation to the transition to a new accounting system.

According to these messages, the billing system would not function for almost a week, which could result in indebted subscribers being automatically disconnected from the network. In response to public concerns, the press service of “Hududiy elektr tarmoqlari” firmly denied these assumptions.

In the company statement, it was emphasized: “The information being distributed is absolutely baseless and does not correspond to reality.” Company representatives stated that, as of October 31, 2025, no work related to changes in the billing system was being conducted.

At the same time, consumer concerns may be partly related to recent legislative changes regulating utility payments. According to a law approved by the head of state this spring, payment for electricity is now directly tied to timely payments for waste collection and disposal services.

This rule officially came into force on June 8. However, certain difficulties arose in the practice of implementing this mechanism.

According to the law, if there is debt for waste collection services, an SMS notification is sent to the consumer, and if the debt is not paid within 5 days, the possibility to pay for electricity is temporarily blocked. It was precisely the issue of integrating the billing systems of “Hududiy elektr tarmoqlari” and “Toza makon” that was considered in July by the Senate’s committee on agriculture, water management, and ecology issues.

Senators pointed out that the lack of an option to display information about debts for waste in the HET Billing mobile application, used by many consumers, causes inconvenience for citizens. Although rumors about a week-long outage of the billing system have turned out to be false, the issue of complete and uninterrupted integration of utility payment systems remains pressing.
