The presidential decree “On additional measures to ensure the sustainable supply of agricultural products to the population in the autumn-winter seasons” adopted on March 25, 2026, became one of the important steps aimed at further developing the agro-industrial sector in the country. In accordance with the document, specific target indicators were set for the expansion of greenhouse farms across the republic in 2026-2027 and increasing their efficiency.
In particular, it is planned to build greenhouse complexes based on modern and high technologies on an area of at least 940 hectares in the Sherabad district of the Surkhandarya region. This will not only revitalize the regional economy, but will also be an important factor in providing the population with new jobs. At the same time, the task is also set to increase the share of energy-efficient and alternative heating systems to at least 50 percent.
The resolution provides for the creation of the Surkhandarya region's "Surkhan-Agro" free economic zone. A number of benefits and privileges will be provided to entrepreneurs and greenhouse owners operating in this region. In particular, when land plots are leased through an electronic online auction, entrepreneurs will be completely exempted from rent payments for 5 years.
In addition, favorable conditions are being created, such as exemption from payments for wastewater and groundwater used for irrigation and technological processes in greenhouses for 3 years. This will reduce production costs and reduce the cost of products.
At the same time, it was determined that coal burning will be allowed as an exception in abnormally cold weather conditions, provided that environmental requirements are strictly observed. This solution will provide farmers and entrepreneurs with the opportunity to work continuously during the winter season.
Overall, these comprehensive measures will serve to modernize greenhouse farms, increase the volume of agricultural products, and sustainably provide the population with quality food throughout the year. This will create the basis for further strengthening the country's food security in the future.
