Four parties united to block UzLiDeP's proposed law

At the plenary session of the Legislative Chamber of the Oliy Majlis on April 29, the draft law "On Amendments and Addenda to the Labor Code Aiming at Liberalizing Social Obligations Established for the Private Sector" developed by deputies of the UzLiDeP faction was conceptually reviewed in the first reading.

According to the initiators, the large number of social obligations for the private sector in labor legislation creates the need to revise the legal mechanisms in the field.

"The current Labor Code, which stipulates the same social obligations for employers in the public and private sectors, significantly affects the financial stability of the private sector, especially small businesses. This leads to the lack of official registration of the processes of hiring and firing employees in the private sector," the lower house said in a statement.

The draft law has not been published in full on the website of the lower house of parliament. According to the press service of the chamber, the draft law provides for the following amendments and additions to the Labor Code:
  • Increase the responsibility of the parties by ensuring the participation of the employer in the process of withdrawing the application when terminating an employment contract at the initiative of the employee;
  • Transferring the procedure for terminating an employment contract at the initiative of the employer to a notification procedure by simplifying the processes of agreement with the trade union committee or local labor authority when terminating an employment contract at the initiative of the employer;
  • Improving the grounds for terminating an employment contract as a result of the employee's long-term incapacity for work;
  • Abolition of the notice period and compensation payments upon termination of an employment contract with an employee working on a part-time basis in business entities.

The amendments to the Labor Code in the Majlis caused discussions and disputes and failed to gather sufficient votes. In particular, only 57 deputies from the initiator party - UzLiDep - voted for the adoption of the draft law. All the remaining deputies - all 4 parties - voted against the project - 71 people. 2 deputies from Milliy Tiklanish abstained. The draft law, which did not receive enough votes in the first reading, was returned to the initiators.

The Milliy Tiklanish party called this draft law contrary to the interests of the employee. According to the party, the project primarily prioritizes the interests of the employer - entrepreneurs, not employees.

“That is, equality is being violated. The faction is not against the ideas of the liberals to develop entrepreneurs, but any development must be accompanied by values! We support local entrepreneurs, but this should not be at the expense of violating the labor rights of employees," the party statement said.
