The main goal of the document is to ensure the safety of non-food products and regulate relations in this field.
Responsibilities of Economic Operators
According to the law, if an economic operator becomes aware that its product does not comply with mandatory requirements, it must notify the market control authority within ten days.
Moreover, any individual who is not an economic operator but discovers that a product does not meet the required standards also has the right to report this to the relevant authority. Legislation may provide financial incentives for such individuals.
Market Control Authorities and Their Duties
Upon receiving information about non-compliant products, the market control authority must notify the economic operator within five days. This aims to make product safety oversight more systematic and transparent.
Tasks of the Cabinet of Ministers and the Supreme Court
The draft law assigns several important tasks to the Cabinet of Ministers, including:

Approving, within four months, the procedure for financially incentivizing individuals who report unsafe products;

Developing, within six months, a methodology for determining moral damages, with input from international experts;

Bringing government decisions in line with the new law;

Reviewing and repealing all regulations that contradict the law.
The Supreme Court has also been tasked with creating, within three months, a database of court cases over the past three years in which citizens were awarded compensation for moral damages. This database will be regularly updated and used in similar future cases.

If adopted, the draft law will strengthen consumer rights protection and improve market product quality control. Moreover, involving the public in this process will further consolidate principles of safety and justice.
