
Rain-fed land reserves and tax privileges
The President, at the meeting in Jizzakh region, gave paramount importance to the agricultural sector. It was noted that 110 thousand hectares of the total 900 thousand hectares of rain-fed and pasture lands in the region remain unused. It was indicated that by planting forage and oil crops and creating industrial gardens on these lands, at least 20 thousand people could be employed. It was instructed to develop a three-year program for the effective use of pastures. Most importantly: starting next year, the land tax will be reduced by 2 times for landowners who plant high-income crops.
Monthly subsidy payment and the Baxmal experience
Also, most livestock and farmer households requested that subsidies for electricity spent on water pumps for growing feed and fruits/vegetables be paid at the beginning of every month. It was pointed out as important to establish a system that would implement this practice across the entire republic.
4 thousand hectares of the 14 thousand hectares of gardens in Baxmal are outdated, and yield has decreased. Therefore, the necessity of implementing the Baxmal experience for shifting old gardens to the intensive method and processing was determined. In 2026, it is vital to plant only certified seedlings on 1.5 thousand hectares of old gardens; to support this, half the cost of the seedlings will be covered.
New credit and subsidies for horticulture
A number of new measures were announced for horticulture farms: for establishing an intensive garden, credit will be provided at 14 percent interest for 7 years with a 3-year grace period. Depending on the type of fruit, a subsidy will be allocated for trellises (supports) from 20 thousand UZS to 70 thousand UZS. For cold storage facilities, the part of the credit interest rate exceeding the base rate, up to 8 percent, will be covered. Fruit and vegetable exporters and gardeners will also be paid a subsidy from the Trade Development Company to cover 50 percent of packaging costs. In general, next year an experimental school in Baxmal for horticulture will be created, and these privileges will be introduced nationwide.
Freedom of land lease and the poultry project
It was noted that 10 thousand hectares of land put up for auction with the condition of planting a specific product have not been sold for a year. Therefore, starting next year, a new system of leasing cultivated land will be introduced. Now, the farmer who leases the land independently determines what to plant on it. The initial price of land put up for repeated auction will be lowered by up to 10 percent. The funds received from the land lease will be fully spent on infrastructure objects (water, electricity, roads) for industrialized gardens.
A large poultry breeding enterprise is being established in Zaamin with US partners. It was emphasized that this unique project will serve to bring poultry farming in the republic to a new stage.
