Private clinics are officially granted the right to perform transplants

Another important step has been taken in Uzbekistan to modernize the medical sector and expand the capabilities of the private sector. According to a new decree adopted by the President, accredited non-governmental medical institutions are now officially permitted to perform human organ and tissue transplantation.

The document states that this procedure will take effect on May 1, 2027. However, this right is not granted to all private clinics, but only to those that have successfully passed national or international accreditation requirements.

Experts believe that this decision will serve to expand the coverage of high-tech medical services in the country, create additional opportunities for patients, and strengthen the competitive environment.

At the same time, the decree strictly defines control measures related to the field of transplantation. It is noted that non-governmental medical organizations must fully comply with current legal requirements when carrying out this activity.

In particular, operations involving human organs and tissues are assessed as high-risk areas. Therefore, the activities of private clinics will be constantly monitored through a 'risk analysis' system.

In accordance with the new procedure, information about transplant patients and donors must be regularly submitted to the Ministry of Health. This is seen as an important mechanism aimed at ensuring transparency and safety in the sector.

The presidential decree also provides for a number of innovations regarding the development of medical infrastructure. In particular, starting from January 1, 2027, a new model for the construction and reconstruction of primary healthcare facilities will be introduced in the Samarkand region on a pilot basis.

According to this system, entrepreneurs will first carry out construction and reconstruction work at medical facilities using their own funds. Later, after the work is accepted in the established order, the spent funds will be reimbursed to the entrepreneurs.

Observers believe that such reforms could serve to more actively involve the private sector in medicine, increase the number of modern clinics, and improve the quality of medical services for the population.
