Uzbekistan adopts new groundwater law
A new law regulating the use of groundwater and well drilling has been adopted in Uzbekistan, as reported by upl.uz. The document was approved by the Senate and aims to safeguard the country's water resources.

Under the new law, if groundwater is extracted without metering devices, a tax five times the standard rate will be charged. This measure is intended to encourage the installation of water meters and prevent uncontrolled water consumption.

Authorities noted that in recent years, groundwater extraction volumes have increased significantly, especially for agricultural irrigation and other uses. Many cases of unmetered use have been recorded, posing a threat to water reserves.

Another important change involves drilling procedures. Previously, each well required a separate permit. Now, a single permit will cover all drilling activities. This change aims to strengthen oversight and prevent groundwater depletion.

The law also amends the Tax Code and the Law on Licensing, Permits and Notification Procedures. These changes are intended to simplify processes for compliant users while increasing accountability for violations. Monitoring will be carried out by designated authorities and law enforcement.

The law was prompted by the rise in illegal drilling and unregulated water extraction. In some regions, farmers and companies drilled wells without government approval, leading to overuse of groundwater. New measures, including higher taxes and updated licensing rules, are expected to reduce such violations.

Groundwater makes up about 20% of Uzbekistan’s total water resources, but reserves are shrinking due to heavy agricultural use.
