Administrative Responsibility Code to be Redrafted

The process of drafting a new version of the Code on Administrative Responsibility is underway in Uzbekistan. In accordance with a presidential decree, an Interdepartmental Commission and a special working group under the Ministry of Justice have been established to work on this important legal document.
The draft of the new code is scheduled to be coordinated with relevant ministries and agencies and undergo public discussion by April 1, 2027. Subsequently, the document will be submitted to the Presidential Administration for review.
The main goal of updating the Code on Administrative Responsibility is to adapt existing rules to the demands of modern life. Society is changing, relationships are becoming more complex, and some offenses have lost their previous relevance. At the same time, new circumstances that threaten the interests of the state, society, legal entities, and individuals are emerging in the new era.
Therefore, during the revision process, it is expected that obsolete offenses will be abolished and existing liability measures will be re-evaluated. Mechanisms for liability for actions that threaten legality, public order, and the interests of citizens and organizations will be improved. If necessary, new types of offenses may also be introduced.
The working group established at the Ministry of Justice is led by First Deputy Minister Mahmud Istamov. The inclusion of leading specialists, legal scholars, and industry experts is also provided for. This will ensure the new code is prepared not just within departmental circles, but based on a broad expert approach.
Advanced international experience and universally recognized legal norms and standards will be studied in drafting the new code. This is a crucial aspect, as the more modern and fair the legal system is, the stronger the citizens' trust in the law will be.
It is also planned to involve scientific circles, civil society institutions, media representatives, and foreign experts in the process. Meetings, seminars, roundtables, and press conferences will be held with their participation, creating a foundation for the draft code to be formed based on transparency and discussion.
The Code on Administrative Responsibility is one of the legal documents that citizens encounter most frequently in daily life. Administrative liability in areas such as traffic, public order, entrepreneurship, ecology, sanitation, public services, and many others is regulated through this very code.
Therefore, its renewal is of great importance for society. If the code is drafted to be clear, fair, and compliant with modern requirements, it will serve as an understandable tool for citizens, an effective instrument for state bodies, and a solid foundation for law enforcement. In short, the law also needs an 'update'—but this time, the version must truly be convenient for the people.
