US allies are expecting US President Donald Trump's special representative for Ukraine and Russia, Keith Kellogg, to present a plan for ending the war in Ukraine at the Munich Security Conference on February 14-16, Bloomberg reported on Wednesday, February 5, citing sources.

The agency's interlocutors did not specify how detailed the plan would be presented and in what format its presentation would be held. However, comments and public statements by Kellogg and other officials in recent weeks clearly indicate that the plan is based on the principle of "peace through force," that is, the principle of forcing the warring parties to a ceasefire.

Freezing the conflict

As Bloomberg writes, Trump's plan involves a potential freeze of the conflict and keeping the territory of Ukraine occupied by Russian troops "in a vague state" with security guarantees for Ukraine. It is not specified what these guarantees will be.

Kellogg himself previously wrote on the social network X that he was "eagerly" waiting for the opportunity to attend the Munich conference and talk about Trump's goal of ending the "bloody and costly" war in Ukraine. "I will meet with America's allies who are ready to work with us," the special envoy wrote.

Earlier, the American NBC News channel, citing its sources, reported that the US presidential administration was divided on how to resolve the conflict in Ukraine. Part of the Trump team is in favor of putting pressure on Moscow to stop Russia's advance, an idea supported by Kellogg and National Security Advisor Mike Waltz. But there are also those who support cutting aid to Ukraine. NBC did not specify which members of Trump's team support this idea.
