Germany’s aid to Ukraine shows a “billion-euro gap”: promises vs. reality
Germany, the largest economy in Europe, has once again found itself in a controversial situation regarding military and financial aid. This year, Berlin unexpectedly lost nearly 1 billion euros that had been allocated to Ukraine — according to Bild and government officials.

A few weeks ago, Defense Minister Boris Pistorius made headlines by announcing that 9.2 billion euros would be allocated to Ukraine for 2025. However, the budget draft released on June 24 reduced this figure to 8.3 billion euros. This raises the question: “Where did the missing 900 million euros go?”

According to official sources, the funding is divided into two parts: 7.3 billion euros have already been approved, and another 1.9 billion euros are planned. But the Defense Ministry claims that this additional funding was already included in the overall total. They explain the gap by referencing the European Peace Facility — meaning the money is expected, but not yet officially included in the budget.

This caused discontent and confusion in the Bundestag (German parliament). Deputy head of the Green Party, Sebastian Schäfer, responded critically: “It is absolutely unclear where and how the ministry is obtaining these funds. Ukraine needs practical support, not just words,” he stated.

On June 12, Germany had announced an additional 1.9 billion euros for weapons purchases for Ukraine. Prior to that, Pistorius said the total military aid this year would exceed 7 billion euros. However, a serious gap remains between current figures and future promises.

Experts note that many factors affect the actual delivery of aid to Ukraine: internal political disagreements within the EU and Germany, actual financial resource distribution, and delays in disbursement. The Defense Ministry, however, promises to streamline all processes efficiently.

Given the current situation, every euro matters to Ukraine, and Germany must clarify its political and financial stance. With the frontlines remaining complex, whether aid reaches Ukraine in practice depends largely on Berlin’s resolve amid doubts from other allies.

In this context, the “billion-euro gap” in Germany’s defense budget raises not only financial concerns but also serious questions about the future of European security. This issue is unlikely to disappear from the agenda anytime soon and may remain under public and international scrutiny for a long time.
