Kyrgyzstan is discussing an initiative to legalize so-called “tips” for medical workers. Justice Minister Ayaz Bayetov proposed the introduction of a “voluntary additional payment” system at an interdepartmental commission meeting on August 19, reports 24.kg.
According to him, the system must be fully transparent: payments should only be made through the cashier, after services are provided, and must not exceed a set limit. “Tipping a waiter is good manners, tipping a doctor is considered bribery. That’s wrong!” said the minister.
Bayetov noted that to prevent commercialization, patients must never be asked to pay before treatment. It is also suggested that forms confirming the voluntary nature of such payments should be signed only after medical services are rendered.
Health Minister Erkin Checheybayev commented on the proposal, stressing that payments must remain voluntary and strictly go through official channels. The funds could be used to develop hospitals, purchase equipment, carry out repairs, and partly reward doctors, nurses, and other staff.
