Russian President Vladimir Putin ordered preparations for the nationalization of foreign assets in the country. This decision will be implemented if the European Union confiscates Russia's frozen assets. According to Bloomberg, on September 30, Putin signed a decree allowing the sale of assets through a special, expedited procedure. The document notes that the measures will be a response to the actions of foreign states, including in the form of sanctions.

According to a Bloomberg source, "This decree is aimed at accelerating the process of selling Russian and foreign companies. If the European Union confiscates Russian assets, Moscow can respond with similar measures."

In 2022, after Russia launched a full-scale invasion of Ukraine, most Western companies left the country. Despite this, companies such as Uni Credit, Raiffesisen Bank International, PepsiCo, and Mondeles continue to operate in Russia.

At the end of September, EU leaders approved a plan to provide Ukraine with a loan of 140 billion euros secured by Russia's frozen assets. The Kremlin condemned this plan, calling it "theft."
