US Secretary of State Marco Rubio stated at the Senate hearing that the United States and its European allies have reached a common understanding regarding security guarantees for Ukraine. He emphasized that the current "warranty package" relies on two pillars: a limited European contingent and an additional US security guarantee.
Rubio made it clear: this contingent relies primarily on French and British troops, while the US, standing "in the background somewhere," performs the task of guaranteeing general security. That is, the scenario is the same - Europe in the arena, and America as a "support point."
At the same time, the Secretary of State said that he does not criticize Europe's desire to deploy troops to Ukraine after the war. But he firmly emphasizes one thing: without the support of the USA, it is very difficult to ensure this goal in a practical and acceptable form.
According to Rubio, the problem is not only in Ukraine - it's in the overall security architecture. He pointed out that European countries cannot yet live "fully independent" without US assistance, citing insufficient funding for defense spending in the last 20-30 years.
The conclusion is this: in the model Rubio speaks of, Europe assumes more responsibility, but without Washington's guarantee, this scheme will not become a reliable "shield." Now the main question is one - to what extent will this general agreement be concretized: on the basis of what level of troops, what format, for what period, and under what conditions.
