Trump reportedly believes Iran’s leadership is interested in talks but cannot say so publicly because of internal pressure and security concerns. He has argued that members of Iran’s elite fear both their own population and the United States, a view that reflects his belief that Tehran may still be open to negotiation behind closed doors.
