Russia plans to sell 'vanity' license plates via Gosuslugi

An updated draft law has been submitted to the Russian State Duma, allowing car owners to purchase 'vanity' license plates. The document was refined based on government and committee feedback and sent for public review. The initiative proposes booking plates via the Gosuslugi portal. This is reported by Ixbt.com .

Under the new procedure, plates will be divided into two categories: 'unique' and 'individual'. 'Unique' plates include combinations with identical digits and letters, those matching regional codes, or multiples of ten and one hundred. 'Individual' plates allow drivers to customize their own combinations from available characters.

Specific tariffs and payment procedures will be determined by the government later. Half of the proceeds are planned to be directed to the salary fund for Ministry of Internal Affairs personnel. The bill also includes a provision prohibiting the sale of a vehicle with a 'unique' plate for three years from the date of issuance.

The authors believe this measure will curb the 'shadow' market for license plate reselling. The bill is expected to take effect on July 1, 2027. Experts currently hold mixed views on the implementation: some find it convenient, while others worry it may conflict with the Civil Code.
