According to the project, night streets will be organized in cities with a population of more than 50,000. Businesses that open branches on these streets will receive financial support, and part of their expenses will be reimbursed. The position of “night economy manager” will be introduced. The Tashkent Pharmaceutical University will be relocated to Tashkent region, and in its place a 1,000-space parking lot and a five-star hotel will be built.
The Strategic Reforms Agency prepared a draft presidential decree on measures to develop the night economy.
According to the project, in 2025–2030:

the number of 24/7 streets (zones) will reach 320;
-
the number of 24/7 cafes and restaurants will be 8,000;
-
the number of 24/7 trade and service points will reach 14,200.
In addition, the project envisions 755 parking lots in 24/7 zones, 11,300 new jobs in trade and service facilities, and the attraction of 190,000 local and foreign tourists through the development of night cultural and tourist sites.
The document states that trade, services, and entertainment sectors will be guaranteed uninterrupted operation at night.
Support for entrepreneurs
The draft decree provides for an expansion of the tax refund (cashback) system for entrepreneurs in gastronomy, entertainment, and tourism.
Local brands opening branches in 24/7 areas will receive financial support depending on the number of jobs created:

5 jobs – up to 1 billion UZS;

10 jobs – up to 5 billion UZS;
-
15 jobs – up to 10 billion UZS.
Half of employee training costs will be reimbursed. National certification costs will be fully covered, and up to $3,000 for international certifications.
Infrastructure
In 24/7 streets:

length will be 800–2000 meters;
-
car speed will be limited to 20 km/h;

emergency service spots and “safety call buttons” will be installed;

Wi-Fi and banking services will be available;
-
museums, cinemas, sports and fitness centers will extend their working hours.
Every regional center will appoint a “night economy manager.”
Additional initiatives

By the end of 2025, carsharing and bikesharing pilot projects will be launched in Tashkent;

The Ministry of Health will launch mobile clinics;
-
On the site of the relocated Pharmaceutical University, a parking lot and five-star hotel will be built.
It is worth noting that the Agency for Strategic Reforms announced that a special zone will be allocated in Uzbekistan in 2024 to develop the night economy.
The Agency developed the Night Economy Concept earlier this year.

The night economy project will create new opportunities not only for city residents, but also for tourists. It is expected to serve as an incentive for business entities, jobs for the population, and an increase in the country's tourism potential.
