New Regulations in Heat Supply Sector to Enhance Safety and Efficiency

Uzbekistan is on the verge of adopting a new regulatory document governing the operation of heat-utilizing equipment and heating networks for enterprises. These regulations will come into effect from the date of official publication and will invalidate certain existing departmental documents.
Applicability and key definitions
The new regulations apply to all enterprises, organizations, and institutions using heat-consuming equipment, excluding household consumers.
The document provides clear and detailed definitions of key concepts such as heat-utilizing equipment, heating networks, heat sources, open and closed heat supply systems, and heat points.
Responsibilities and staff qualifications
According to the new norms, individuals responsible for the technical condition and safe operation of heat management systems within enterprises will be appointed by the order of the company’s management.
The primary responsibilities of these designated personnel include:
- Ensuring the proper functioning of heat equipment.
- Reliably delivering heat energy to consumers.
- Strictly adhering to safety and labor protection requirements.
Additionally, all employees servicing heat management systems must complete specialized training courses, pass certification exams as required, and obtain the necessary certification. Staff knowledge will be reviewed annually or according to specified intervals.
Maintenance, monitoring, and incident analysis
The regulations also detail the procedures for scheduled preventive maintenance, technical servicing, commissioning, and operational acceptance of heating equipment and networks.
Equipment must comply fully with technical specifications and current standards and be accompanied by a passport and necessary technical documentation.
All accidents, malfunctions, or incidents occurring in heating equipment and networks will be thoroughly investigated in accordance with a specific procedure, with causes analyzed and preventive measures developed.
Energy efficiency as a priority
The new regulations emphasize the importance of energy efficiency and improving heat balance. Enterprises are tasked with the following responsibilities:
- Accurately measuring and analyzing the consumption of heat energy, steam, and condensate.
- Implementing specific consumption standards.
- Utilizing secondary energy resources (e.g., waste heat).
- Establishing systems for collecting and returning condensate to the heat source.
- Significantly reducing losses in heating networks.
The new document also specifies special requirements for the operation of heating networks, heat points, water heating, heating, and ventilation systems in the form of dedicated appendices. Furthermore, clear norms have been introduced regarding fire safety, accident response, shift organization, and the responsibilities of on-duty personnel.
