Tashkent Police Launch Investigation Into Unauthorized Withdrawals in Humans App

The incident involving unauthorized withdrawals of users’ money in the Humans app is now being examined under criminal law procedures. The Central Bank sent the results of its inspection of Octagram (Paylov)—the payment organization that enabled financial transactions in the service—to the Tashkent City Police Department and requested a legal assessment of the actions of both companies. The regulator’s intervention was prompted by events that occurred last December: Humans users filed массов complaints about unauthorized debits, duplicate transactions, and malfunctions in the notification system. After that, the Central Bank restricted Paylov’s operation within the app and temporarily suspended P2P transfers.

The Central Bank has now completed its review of the technical documentation and submitted the materials to the police. Law enforcement has begun checking the details of the case and asked affected citizens to file an official statement to assist the investigation.

Amid the dispute, a public argument between Humans and its technical partner also intensified. Humans representatives said the problem occurred entirely on Octagram’s payment gateway side, while the app served only as an interface. In their view, responsibility for transaction security and data protection lay with the partner.

Paylov (Octagram) management, however, stated that the gateway was operating normally and that the duplicate transactions were caused by incorrect automated requests sent by the Humans system. Company representatives suggested the issue may have been an integration error with the app rather than a weakness in the payment service.

Since the parties could not determine the source of the technical failure through mutual agreement, the final conclusion has now been left to investigators. Experts are expected to conduct an examination and identify which algorithms triggered the unauthorized withdrawals. Based on the findings, the level of responsibility of each side and measures to compensate affected users are expected to be determined.
