Will fines be imposed on minors who have not obtained a passport at the age of 16?

A person under the age of eighteen is not subject to administrative liability for not obtaining a passport on time in connection with reaching the age of 16. This was reported by the Public Relations Department of the Ministry of Justice.
It is noted that some citizens appealed to the ministry, stating that the consular offices of Uzbekistan in foreign countries are receiving warnings about bringing a person under the age of 18 to administrative responsibility for not obtaining a passport in a timely manner. In connection with this situation, the Ministry of Justice once again reminded about the norms of current legislation.
The Ministry explained that according to parts five and six of Article 223 of the Code of Administrative Responsibility, a person under 18 cannot be held administratively liable for not obtaining a passport on time in connection with reaching the age of 16.
At the same time, a foreign citizen or stateless person under the age of 18, permanently residing in Uzbekistan, will not be held administratively liable for not obtaining a residence permit on time in connection with reaching the age of 16.
The Ministry's statement clarifies this point: a person who has reached the age of 16 and has not received a passport or residence permit on time cannot be fined.
However, the Ministry of Justice also reminded in what cases a fine can be applied. It is noted that, in accordance with Article 223 of the Administrative Code, the following circumstances entail administrative liability:
- living without a passport or with an invalid passport;
- residence without permanent registration or registration at the place of stay;
- intentional invalidation of a passport;
- loss of a passport as a result of improper storage;
- a foreign citizen and a stateless person who has a residence permit in Uzbekistan living with an invalid residence permit;
- temporary or permanent residence without registration;
- intentional invalidation of a residence permit;
- loss of a residence permit due to negligence.
In conclusion: if a minor delays their passport due to reaching the age of 16, this is not a fine. However, if other rules related to passports/certificates are violated, administrative liability may arise within the framework of the law.
