The President emphasized the need to deepen mahalla specialization to reduce unemployment and poverty.

In a highly specialized mahalla, living standards are much higher, and the number of social aid recipients is twice as low.

Today, 903 “difficult” mahallas have 100,000 hectares of household plots and leased land. It was noted that if governors, together with the “seven,” improve water supply, deliver seeds and seedlings, and systematically establish specialization, it is possible to achieve sharp changes in people’s incomes and living conditions.

For example, in the Oqoltin mahalla of Nishon district, after water was pumped in, 280 households that had not planted crops on their plots for 25 years began earning 50–60 million soums. Having achieved this, residents are now asking to improve the condition of internal roads. The head of state instructed that 1.5 billion soums be allocated for this as early as tomorrow.

“Please, if any other mahalla chairperson personally leads the effort, specializes the area based on residents’ skills, and increases household incomes by 3–4 times, I am ready to allocate another 2 billion soums to improve roads, water supply, and irrigation networks. This will be a new, distinctive ‘social contract’ system between the state and the mahalla,” the President said.
