Court ruling on disputed construction in Tashkent

The Tashkent City Administrative Court reviewed an appeal regarding the reconstruction of the famous 18-story buildings on Hamid Olimjon Square. On February 28, 2026, the court denied the residents' demands and upheld the previous decision. The main factor fueling the conflict is the classified Cabinet of Ministers resolution No. 707 dated November 7, 2025. Reports anhor.uz.
Recall that on October 13, 2025, 220 citizens living in eight high-rise buildings appealed to the president, the city mayor, and the prosecutor general. Residents demanded to halt facade renovation works until the design and estimate documentation was approved. However, during the trial, documents provided by authorities, specifically the contract between the "Unified Customer Service Engineering Company" and "Lauris Decoration Build" LLC, as well as works based on the classified resolution, were deemed legal.
According to residents' representatives, they were unable to fully defend their rights during the trial because documents marked "for official use" (DSP) were kept secret. This classified resolution allows the customer to select a contractor without electronic auctions or public discussion, and to finance construction works without expert assessments. Residents emphasize their concern over the lack of transparency and the risk of damaging the architectural appearance.
