Energy Shortage in Moscow: Russian Data Centers May Relocate to Minsk

Against the backdrop of a growing energy shortage in Russia, the Belarusian government has invited Russian companies to relocate their data processing centers (DPCs) to its territory. Minsk has expressed readiness not only to guarantee energy supply but also to create entire data center clusters in border regions, including a "Moscow — Minsk" corridor. This initiative is currently being discussed at the level of sectoral associations of both countries. The head of the Belarusian Association of High Technologies and Digital Infrastructure, Alexey Sventitsky, and the president of the Russian Association of DPC Industry Participants, Igor Dorofeyev, have agreed to prepare special proposals for the Union State working groups. The discussion involves not only building individual sites but also large-scale migration of computing power to regions with energy surpluses.

The discussions were prompted by a lack of electricity for building new data centers in Russia, particularly in Moscow. Experts note that Belarus will maintain an energy surplus until 2026, and relocating part of the infrastructure could significantly reduce the load on the Russian energy system.

However, implementing such projects requires a unified regulatory framework for data storage and processing. For now, the lack of a single legal space within the Union State remains the main obstacle. For instance, Russian legislation requires personal data databases to be stored specifically within the country's territory.

Furthermore, for DPC clusters, not only spare energy capacity but also high-speed communication channels with minimal latency are crucial. Therefore, the most realistic projects currently being considered are facilities located in the border regions of the two countries.
