In Uzbekistan, violations of traffic rules among drivers are becoming an increasingly serious problem. According to today's meeting, in 2024, drivers committed 24 million violations, and 81 percent of them were recorded as gross violations. This situation has become chronic especially in Samarkand, Kashkadarya, Tashkent regions and Tashkent city.

At the meeting, the head of state announced the launch of a new system to improve driving culture and strengthen discipline on the roads. “There is a widespread sentiment on social networks: ‘I paid the fine—now I can drive as I wish,’” said the President. “Now we must strictly ensure the rule of law and criteria of justice.”

A new program — the "Chronic Violators" system — will be launched. In this system, for example, if a driver is recorded twice in a month for driving in the oncoming lane or running a red light, or more than five times for speeding, the driver will be deprived of the right to receive a discount on fines for up to one year.

If the number of monthly violations exceeds ten, the driver may be deprived of their driving license for up to six months. In addition, fines for speeding will be reviewed, and legislative changes are planned to introduce deprivation of driving rights for drivers who exceed the speed limit by two or three times.

As the President emphasized, these measures are aimed at improving discipline on the roads, ensuring public safety, and demonstrating the power of the law to chronic violators.
