Agency established to bring light industry to a new stage

In conditions where global trade rules are changing rapidly and disruptions in logistics chains continue without stopping, it was noted that special and advanced approaches are needed for the effective development of the textile industry. The head of state announced the creation, in such circumstances, of a new institution — the Agency for the Development of Light Industry.

Goals and tasks of the agency

The new structure will be responsible for developing the textile, leather, and silk industries, increasing production capacities, and strengthening export potential. The head of the agency will be the First Deputy Minister of Investments, Industry, and Trade, Nozimjon Kholmuradov.

A council of experienced and respected entrepreneurs will be formed under the agency. In addition, it will have a special fund, and affordable working capital for textile enterprises will be allocated through this fund. USD 200 million will be allocated to the fund.

Development strategy and practical measures

The head of state instructed the agency to communicate directly with entrepreneurs and to develop concrete solutions for reducing production and export costs. The task was also set to double the export of finished products through the “processing in customs territory” regime, rehabilitate enterprises operating at low capacity, and expand cooperation in the industry.

Together with international consultants, a program for the development of the textile industry until 2030 will be developed. In addition, specific proposals will need to be submitted for the modernization of the leather, silk, and carpet industries.

The head of state’s warning

At the meeting, the president addressed those responsible with the following:

“Hokims, clusters, and heads of textile enterprises must understand one thing — in the current conditions, bringing in an additional 1 sum to the budget is very difficult. If we convert into money the support measures mentioned today, this equals 7 trillion sums. Now, there must be results to match such assistance.”

Control and responsibility

At the end of the meeting, it was stated that strict and systematic control will be established over the implementation of all the assigned tasks. The new agency and its council are expected to use state support effectively and bring the textile and light industry sectors to a competitive level.
