In Karakalpakstan and Khorezm, the state provides subsidies for digging artesian wells and installing water extraction equipment for needy people, UPL.uz reported.
From July 1, 2025, families listed in the social registry can benefit from this assistance. The state will cover 90 percent of the total cost of these works, but the expenses must not exceed 30 times the base calculation amount (30 BHM — approximately 10,200,000 soms).
According to the new approach, instead of giving cash to citizens, funds will be allocated for the work that solves the problem for them. This is expected to eliminate the demand for clean drinking water.
Entrepreneurs performing the work must be included only in the special registry. They carry out digging the water well, installing the pump and filter. The registry is linked with the “Unified Social Protection System.”
To receive the subsidy, the following conditions must be met:

All work must be performed by an approved contractor;

A tripartite certificate must be drawn up in the community: this document confirms that the well was dug and the equipment installed. It is signed by the community leader, a representative of the Ministry of Construction and Communal Services, and the subsidy recipient;

The water quality must be positively assessed — the relevant authority must conclude that it is suitable for drinking.
Citizens must register with the “Unified Social Protection System” through “Inson” centers or social workers in the community. After the application is approved, the entrepreneur listed must start the work within the specified period.
In some places, artesian waters are under such pressure that they can rise to the surface and create a fountain without a pump. Therefore, equipment installation may not be required at such sources.
