From September 1, 2025, a number of important changes in legislation and social spheres will come into force in Uzbekistan. The reforms implemented in the second half of this year will have a significant impact on the lives of the population and civil servants.
Salary increases for school and kindergarten directors
As reported by former Minister of Preschool and School Education Hilola Umarova, according to the Presidential decree, starting September 1, the salaries of directors and their deputies in general secondary education institutions and preschools will be significantly increased. The basic tariff rate for the position of a director of a general education institution will increase by 20%, and for deputies — by 15%. At the same time, the basic rates for kindergarten directors will be equalized with the III and IV groups of school directors. The salaries of more than 10,000 school directors, about 7,000 kindergarten directors, and 35,000 school deputy directors across the country will be increased.
From January 1, 2026, monthly bonuses for directors and their deputies (based on KPI results) will be set at 20% and 10% of the basic tariff rate, respectively. In addition, additional staff will be allocated in district departments, which will allow effective monitoring of students’ knowledge, as well as teaching foreign languages and professional skills. A system of incentives for long-term service will be implemented in regional units.
In addition, the amount of bonus payments for school staff will be increased up to 75% of the minimum wage, which will ensure proper encouragement of their work.
New basic opportunities for civil servants
From September 1, the mobile application “Civil Servant” will be launched. Through this application, employees will be able to develop their competencies, improve their qualifications, and effectively communicate with colleagues. Employees will also be able to propose initiatives to improve the activities of state bodies and receive feedback from management. The application will also provide the ability to create and monitor a personal development plan, as well as form a database with information about the employee’s phone number, email, and social media pages.
Coverage of living expenses for some students
Starting from the 2025/2026 academic year, living expenses for children from low-income families in state university dormitories will be covered from the state budget. This measure is being implemented within the framework of the “From Poverty to Prosperity” program and will provide significant relief for parents.
Uzbek citizens can travel to Jordan without a visa
Also, from September 25, citizens of Uzbekistan will have the right to travel to Jordan without a visa. This opportunity comes into force 30 days after the visa-free agreement between the two countries is signed. Uzbek citizens will be able to stay in Jordan without a visa for up to 30 days, which will help expand tourist, scientific, and business relations with this country.
Thus, the changes coming into force from September 1, 2025, will not only improve the lives of civil servants and education system employees but also significantly expand social and tourist opportunities for students and the general population.
